【香港輕新聞】今次立法會補選，泛民主派未能全取3個地區直選議席，令他們無法在立法會奪回分組點票否決權。究竟現時議會格局是怎樣？泛民主派續失分組點票否決權將帶來什麼影響？
在2016年的立法會地區直選中，泛民主派獲得19席，建制派16席。不過，隨着梁國雄、姚松炎、劉小麗三名直選議員被褫奪資格，加上青年新政梁頌恆和游蕙禎亦被DQ，泛民主派在地區直選大減至14席，被取得16席的建制派壓過，失去分組點票否決權。
究竟泛民主派失去分組點票否決權有何影響？按照《基本法》附件二，立法會議員所提出的議案、法案和對政府法案的修正案，必須分別在地區直選和功能界別各獲得過半數支持才可通過。
建制派於這段「真空期」，把握在地區直選議席上的優勢，成功於去年12月修改《議事規則》，當中包括降低法定開會人數、調高提交呈請書門檻及限制提交修訂數目等，收窄泛民主派的「拉布」空間。
對於泛民主派來說，如要取回分組點票否決權，必須於今次地區直選補選中3席全勝，才能壓過建制派。不過，由於姚松炎在九龍西落敗，泛民主派在地區直選只能獲得2席，即由14席增至16席，被建制派的17席僅僅壓過。 換言之，如泛民主派要奪回分組點票否決權，下一輪的新東和九西補選兩席「非勝不可」。
民主派會議召集人莫乃光於選舉後表示，立法會通過議事規則的修訂案，「正由於民主派失去分組點票否決權」。他擔心未來一段時間建制派可能重施故技，「民主派與建制派的合作與妥協，將更為困難，未來只會肆無忌憚」。
在補選後，泛民的總議席數目由24席回升至26席，而建制派則因鄭泳舜奪得九西議席及謝偉銓於功能界別建測規園界勝出，議席數目由40增至42席。
根據《基本法》，特首產生辦法和立法會產生辦法若需修改，必須經立法會至少三分之二議員投票通過。以現時立法會70名議員計算，即需要至少47名議員支持。而今次建制派在補選後議席增至42席，即使在剩餘的新東和九西補選再各拿下一席，也只有44席，而泛民主派仍手握「關鍵否決權」，亦意味著議會就政改問題上，將繼續保持對峙的局面。
